In order to thoroughly implement the opinions of the central government on deepening talent development systems and mechanisms and the opinions and spirit of the municipal Party Committee and Government on accelerating the implantation of innovation-driven development strategy, vigorously introduce badly-needed high-end talents from both home and abroad to provide talent and intellectual supports for the development of key industries in Chongqing, it is decided to carry out a “Swan Goose Program” for introducing domestic and foreign talents in Chongqing (hereinafter referred to as “Swan Goose Program”). Following the principles of “focusing on industry, highlighting innovation, introduction as required, market recognition and emphasizing usage”, the “Swan Goose Program” not only supports the transformation, upgrading and talent introduction of traditional industries, but also focuses specifically on satisfying the demands for scientific and technological enterprise talents to support the development of strategic emerging industries; not only supports the technological innovation of stock enterprises, but also focuses on the introduction of new innovative talent teams to support the development of new formats and new modes; not only attaches importance to the market-oriented talent evaluation, but also attaches great importance to the peers’ recognition of talents’ core technical capability to support the construction of leading innovative talent teams. The “Swan Goose Program” will be implemented by the pattern of “territorial declaration, municipal verification, shared by both levels and phased realization” to establish a “government-guided, enterprise-oriented and market-matching” talent introduction working mechanism.
